Canadian West Coat car/beaching gear !

Here is some pic of my ongoing project , it's modification of a car chassis with a Beaching gear ,use to pullout floatpalne from the water ! It's almost over, just need to do the engine section and final assembly !

Hi Jean Marc and welcome...........do you mean West Coast?.......Maybe I'm just an 'ol farmboy forced to live in a city....but...is this some kind of amphibion build? or car "dumping" mechanism used to create artificial reefs ? a kind of new craze for surfers?
A tugboat ? What? I dont get it....Flood recovery? Is it like a swamp ski? a boat launch? ( maybe the Canadian bit carries the clue ) ?
